As the Parliamentary system developed in the 19th century the role of Prime Minister became a recognized, functional position. This period saw a few outstanding leaders shape and define what it meant to be Prime Minister. Britain reach the heights of Empire under these men as they ruled 1/4 of the globe with the benevolent approval of Queen Victoria. Not since Roman times had the world seen such an empire and never had it experienced such a stable progressive government. Gladstone, Disraeli, Wellesley and Peel - all were wielders of Empire
